R&D Div. #4 (第四研究開発本部) was the short-lived fourth arcade division of Sega Interactive. As it's most prominent member was chief director Jun Matsunaga[1][2][3], the logical conclusion is that it continued to develop Chain Chronicle, with many staff taken from R&D1, as well as other divisions and new staff to bolster its ranks. Kenji Arai, producer of the Initial D arcade games, was also a member as early as February 2019, having come from R&D3[4].
