Sega R&D #4 the fourth research and development lab within Sega during the late 80's. It designed and engineered arcade cabinets,.[1] much like the future Sega AM4.
It seems to have become the R&D designation for a consumer-based software developer at some point after 1986. The only reference to the department within a game is the credits for April 1987's Sukeban Deka II: Shoujo Tekkamen Densetsu. According to Wikipedia.jp, Phantasy Star was also developed by R&D 4[2], which will need to be confirmed.
It was again responsible for arcade products in 1990 when Tetsuya Mizuguchi joined the department, and R&D 4 began early development of the AS-1 hardware, thus making it a precursor to AM5[3].
