    Phantasy Star II, called Phantasy Star II: Kaerazaru Toki no Owari ni (ファンタシースターII 還らざる時の終わりに) in Japan, is the sequel to Phantasy Star. It was developed and published by Sega for the Sega Mega Drive in 1989.

    It was the first RPG to be released for the system and is considered a highly influential release for the genre as a whole.

    Introduction

    A thousand years have passed since the events of the first game. The Algo star system (formerly Algol) has prospered under the care of a giant, autonomous computer called Mother Brain. Mother Brain has terraformed the desert planet of Mota (formerly Motavia), transforming it into a lush and vibrant utopia. It controls the Climatrol tower, which regulates the climate of the planet. Under the apparently benevolent rule of Mother Brain, the people of Algo have had all of their needs provided for them, but they have become weak and lethargic as a result. They have come to revere Mother Brain and have become completely dependent on it, but no one knows where or what it actually is.

    Two years before the events of the game, experiments at the Biosystems Lab on Mota resulted in the creation of "biomonsters," biologically modified animals that are hostile to humans. Though the lab has been shut down, biomonsters still roam the land, and a class of mercenaries known as Hunters has formed to fight them.

    Government agent Rolf has been haunted by a recurring nightmare in which he sees a young woman fighting a great demon (Alis fighting Dark Falz in the first Phantasy Star game) and he is unable to help. Rolf is assigned to investigate the recent increase in biomonsters. Accompanying him on his journey is the "numan" girl Nei, the result of experiments with human and biomonster genes, whom he regards as a sister.

    Phantasy Star II is a role-playing game. The player controls the main character Rolf and his companion Nei. Other characters join the party as the game progresses, each with different strengths, weaknesses, and abilities. There are eight characters in total, each with his or her own inventory of items and different preferred weapons and armor. The player forms a party of at most four characters by visiting Rolf's house in Paseo.

    The game uses a top-down perspective for exploring towns and the overworld. Towns and dungeons are accessed from the overworld. The player eventually obtains a Jet Scooter, which can travel through water, to assist in traversing Mota. The game uses the same overhead perspective for dungeons, abandoning the first-person dungeons of its predecessor, though dungeons are visually distinguished by a foreground parallax layer. Dungeons are large and complex, with multiple levels. Dungeons and the overworld are populated with random enemy encounters. The player earns meseta, the in-game currency, by winning these battles, which can be exchanged for items and equipment in towns. Characters can equip separate one-handed weapons or shields in each hand or a single two-handed weapon.

    The game uses a turn-based battle system, similar to the original game but from behind the perspective of the characters and without the unique backgrounds. Selecting FGHT (Fight) starts the battle, which ensues automatically unless the player presses a button to interrupt it (after the current round of turns are completed). The player can select STGY (Strategy) and give orders to individual characters or attempt to run from the encounter. The ORDR (Order) submenu allows the player to order a character to attack, use a technique (a special ability), use an item, or defend. Techniques require technique points to use. The character reverts to attacking or defending after using an item or a support technique (such as a healing ability) but continues using offensive techniques until given a different order. Battles can involve up to four foes and up to two different enemy types. While individual enemies cannot be targeted, the player can target enemies by type. Attacks have a chance to miss. Characters and enemies are defeated when they run out of hit points. When the enemies are defeated, the party earns meseta and surviving party members gain experience.

    As the characters gain experience points, they increase in level, gaining access to new techniques and raising their statistics:

    • HP: The amount of damage that the character can sustain from enemy attacks before dying.
    • TP: A pool of energy required for using techniques. Using a technique costs TP and cannot be done if its cost exceeds the current TP.
    • Strength: Increases the character's HP.
    • Mental: Increases the character's TP.
    • Agility: Increases the character's priority in the battle order.
    • Luck: Increases the chance that a character can evade an enemy attack.
    • Dexterity: Increases the chance that a character will hit an enemy and not miss with an attack.
    • Attack: Increases the damage done by normal attacks. Guns are not affected by the Attack statistic.
    • Defense: Reduces the damage taken from enemy attacks.

    Enemy attacks can sometimes inflict a poison status effect on characters, which prevents them from being healed until the ailment is removed by an item or a technique (but otherwise has no ill effects).

    Rather than being revived at a church as in the previous game, party members who are slain in battle can be brought back for a fee by creating a new body for them at a Clone Lab in town. The game ends if the entire party is defeated in battle. Towns also have Teleport Stations, which allow the party to teleport to any previously visited town, and Hospitals, which restore the party's hit points and technique points for a fee. The player can save the current game at the Data Memory building (but cannot save the game at any point like the previous game without first acquiring the Visiphone item). The starting town, Paseo, additionally has a Central Tower building, which contains a storage room for storing items and a library for learning additional information about the world.

    When out of battle, the player can invoke a menu to view the status of any character, manage items, or use out-of-combat techniques. The player can also change the order of the party; members placed at the front of the party are more likely to be attacked.

    Characters

    Rolf and Nei are initially available. The other characters appear at Rolf's house in Paseo and join the party after each new town Rolf and Nei visit (with the exception of Hugh, who joins after visiting the Biosystems Lab). The player has the option to rename any of the characters when they join, with the exception of Nei.

    The main character. He is an orphan whose parents were killed in a space travel incident. He works as an agent for the government of Mota and has been tasked with investigating the recent outbreak of biomonsters. He is a well balanced fighter and the only character who can wield swords.     Nei (ネイ)
    "The human who was not a human." The second in a line of "numans," a race of humans enhanced with biomonster DNA, which gives her some animal-like characteristics. Considered failed experiments, she and her "sister" Neifirst became social outcasts and were pursued by bounty hunters. She was rescued by Rolf, who regards her as a sister, and she accompanies him on his missions. She is agile and learns some healing techniques. Her genes cause her to age at a much greater rate than normal humans, so she gains levels twice as fast as the other characters, though her stats increase at about the same rate. She is the only character who can equip bars (called claws in the Japanese version). She is required to be in the party.

    A former member of the Algo army. He becomes a Hunter after losing his wife and child to biomonsters and vowing to avenge them. He does not learn any techniques, but he has the highest hit points and defense of any of the characters and can equip large guns and heavy armor. He joins the party after Rolf visits Arima.

    Amy Sage (アンヌ・サガ)
    A young doctor who joins Rolf's journey to help those harmed by the biomonster attacks. Though she is a poor fighter, she learns a number of powerful healing and support techniques and gains the most technique points out of any character. Though she has low hit points and defense, she has relatively high luck and dexterity, allowing her to dodge enemy attacks. She joins the party after Rolf visits Oputa.

    A thief who comes and goes like the wind. She was born into a wealthy family but wanted to seek adventure. She is a poor fighter but learns some useful techniques (though she has low technique point gain). She has the unique ability to shoplift items from shops in the game. Every time the party enters a shop with her, there is a chance that she will "disappear"; she can be found in Rolf's house in Paseo (regardless of where she was previously, even a different planet) with the item that she stole. She is capable of stealing items that are impossible to obtain otherwise, including the Visiphone from the storage room in the Central Tower of Paseo (after she reaches level 10). She joins the party after Rolf visits Piata.

    Development

    The game was originally in development for the Master System before being switched to the Mega Drive.


    Phantasy Star II was originally planned for the Sega Master System, as a direct sequel to Phantasy Star. Later it was decided it would be released on the Megadrive, so we had to rework all our plans. Despite that huge change, we only had a half year to finish the game, a real oppressive schedule. And of course we had to complete the debugging in that timeframe, so when you consider the normal schedule for an RPG, Phantasy Star II was created in an incredibly short period. The only reason we made it was because of Yuji Naka.

    The game was programmed over a 2 and a half month period[33], but the script began development far earlier[34] in April,[35] with writer Chieko Aoki frustrated that she had to wait for the 3 programmers to finish Super Thunder Blade first, which had officially begun development around the same time as Phantasy Star II,[36] and was finished 2 months later in August 1988.[37] Lead programmer Yuji Naka had planned to visit his parent's house of a holiday after finishing Super Thunder Blade, but the art team begged him not to leave.[35]

    The process for designing monsters was slightly unusual. The art director would draw a rough sketch of a monster, and then hand it over to one of the artists under his supervision, who were free to change the designs however they wanted.[35]

    The game's notoriously complex dungeon design is said to be the work of an overzealous new employee.


    Another issue was related to the dungeons, which were created by a new employee. Because he was new, he put a ton of effort into the maps and kind of overdid it... the game became more about the complex dungeons than anything else. I think you really see that on the Dezolis dungeons. They were really well done, and when Chieko Aoki saw them she didn't want all the new employee's work to be for naught, so we ended up using those maps... albeit with some mixed feelings. They contributed to the latter half of the game being unbalanced.

    Release

    At the time of release, Phantasy Star II was one of the biggest RPGs available for home consoles. Its 6 Mbit cartridge was the largest used for a video game console at the time.[38] In turn, it is one of the longest (and arguably most difficult) Mega Drive games. Translation issues prevented the game from being localised worldwide. Sega created Japanese and English translations, with Tec Toy translating the game into Portuguese for the Brazilian market. As such, there was no official pan-European localisation of Phantasy Star II; only English language versions were released in that region.

    Due to its perceived difficulty, the US and UK versions shipped with a map and 110-page hint book, Phantasy Star II Hint Book.

    Legacy

    The success of Phantasy Star II led to eight Phantasy Star II text adventure games across 1991 for the Sega Game Toshokan service. It has also led to multiple sequels, most notably Phantasy Star III: Generations of Doom and Phantasy Star IV: The End of the Millennium.

    Phantasy Star II has been re-released numerous times through compilations. It was included in Sega Ages Phantasy Star Collection for the Sega Saturn in 1998, which adds the ability to increase the walking speed of the characters. It was released as part of Phantasy Star Collection for the Game Boy Advance in 2003. This version crops the viewport of the game and rearranges some of the menus to fit the Game Boy Advance's screen. Emulated versions were included in Sega Smash Pack for the PC in 1999, Sega Smash Pack Volume 1 for the Dreamcast in 2001, Sega Mega Drive Collection for the PlayStation 2 and PlayStation Portable in 2006, and Sega Mega Drive Ultimate Collection for the Xbox 360 and PlayStation 3 in 2008. The original game with both the Japanese and the Western soundtrack arrangements as well as the text adventure games were included in Phantasy Star Complete Collection for the PlayStation 2 in 2008. This version of the game also adds the ability to increase the walking speed of the characters and change the amount of meseta and experience awarded from enemy encounters, which reduces grinding. Emulated versions were also released for the Wii's Virtual Console service, Xbox Live Arcade, Steam, and iOS. The iOS version was removed from sale on iTunes in 2015,[39] but it was re-released for iOS as well as for Android as part of the Sega Forever series as Phantasy Star Classics in 2017.

    The game was remade as Phantasy Star Generation: 2 for the PlayStation 2. This version has new graphics and music, expanded dialogue, and modified gameplay mechanics.

    The game was included in the Mega Drive Mini 2 in 2022. This version has an "Original Mode," which is identical to the original release, and an "Easy Mode," which, like some previous re-releases, increases the walking speed of the characters and the amount of meseta and experienced gained from battles.

    Nei makes a cameo appearance in Segagaga, released for the Dreamcast in 2001, and in Sega Ages Columns II, released for the Nintendo Switch in 2019.

    Versions

    The volume of drums heard in almost all of the background music has been lowered for the Western releases.

    The Virtual Console release changed the hospital icon from a cross into an "H" and removed the red cross from the doctor's suit in a close-up picture. These changes were not retained for the later Mega Drive Mini 2 releases.
