Note: This list is vastly incomplete/imperfect. While much of the information is out there, it hasn't been collected. If you see something wrong or missing, please feel free to add it here, though if it isn't easily confirmable, please provide some sort of proof. Thanks.

ROMs do not last forever — specialized hardware used on some cartridges may last even less time. There is an active community of people interested in maintaining data about dumped ROMs to ensure games are not lost forever. However, some releases are rare. making it hard to track down and dump the ROM (Sansan was this way for a long time); in some cases, this happens to particular revisions of games. Not all dumps are good dumps — overdumping (when more is dumped than the EEPROM actually has and there is wraparound — which could probably have other errors) or bad dumping (when something goes wrong and the data is not bit perfect) can also happen. Finally, homebrew developers are actively looking out to ensure piracy of their games do not happen, and consequently those games also remain undumped, as they have fallen for the completely baseless idea that any proof that a game is dumpable will always, immediately lead to mass piracy that knocks all game sales down to absolute 0; much to everyone's extreme misfortune, they will both actively target ROM dump groups and preservation groups and use hardware mechanisms that are known to guarantee low data retention (for instance, CPLDs that are only known to last ~10 years).
