CS R&D Dept. #1[1][2] (第一CS研究開発部) is a continuation of NE with some staff of Sports Design R&D. It is not to be confused with the CS1 that existed from 1996 to 1998.
Production of the Yakuza franchise continued, given it's dedicated team Ryu Ga Gotoku Studio. The success of the games by that point clearly were contained within Asia and Japan. The team within Sega Sports Design, that focused on Japanese oriented titles, also ended up at the studio.
Attempts to appeal to the international market were the newer Super Monkey Ball titles, and the game Binary Domain.
