From Sega Retro

Research and Development is the name Sega adopted from 1984 to 1990 encompassing all their internal development operations. Before Sega called it the Production and Engineering Department. In 1990, Sega split it's amusement and consumer operations into two, with each business gaining their own managerial staff.

During this period Hisashi Suzuki and Hideki Sato lead all of Sega's operations.
